PROJECT FINANCING
From the recent changes in the general law for Public Works (Law 166/2002 article 37 and subsequent)
has evolved a much more slender and efficient procedure than that present in the previous version of
Law Merloni ter – even if still complex. This new version lets the Public administrations promote,
or accept, proposals having the purpose of executing works in the public interest, financed in part
or wholly by private or institutional subjects (in short the so-called Project Financing).
Such an interesting opportunity, which is not widely known or activated by Public Administrations yet,
allows the Public Bodies themselves to invite bids for the realization of an ever–growing scope
of works that, if initially financed, even completely privately, can become profitable thanks to
an appropriate financial plan, granted and certified by specific Financial Institutes.
- Public directional buildings (premises for offices and services);
- School buildings (nurseries and schools of any kind and level);
- Health-care and welfare buildings;
- Sports facilities, both public and private but operating within the national service.
As regards Project Financing – also thanks to the collaboration with specialized consulting companies such as AREA GROUP, COSTRUIRE s.a.s. and PROMOSPORT s.r.l. – the procedures that can be activated are:
- General consulting services;
- dynamic mathematical models;
- plans and programs for the execution of structures or facilities;
- financial checking (check on investment using standard projects to test the project financing procedures);
- technical and planning feasibility studies;
- market testing;
- complete project financing procedures;
- handling-only models.
